Fazemos saber a todas, e a cada huma das pessoas, a que este presente
Manifesto for mostrado, que havendo Sua Mag. a Rainha de Hungria, e
Bohemia, minha Clementissima Soberana, conseguido com a bençam do Ceo, e
assistencia dos seus Altos Aliados, nam só desalojar dos seus Estados os
Exercitos inimigos, que injustamente os haviam invadido; mas tambem
expulsallos de todo o Imperio, e fazellos repassar o Rheno com tanto
medo, como precipitaçam; e havendo firmemente resolvido aproveitar-se
das victórias, e ventagens, que por mercê de Deos tem conseguido dos
seus inimigos, houve por bem ordenar-me, que entre nos Estados, e
Paizes, que a Coroa de França tem arrancado do Imperio pelas suas
intelligencias, e artificios; e em particular havemos sido encarregados
de fazer, antes que executemos esta ordem, notorio ás Provincias da
_Alsacia_, de _Borgonha_, da _Franche-Contea_, (ou Condado de Borgonha)
e de _Lorena_, e _Bar_; aos Bispados de _Metz_, _Tul_ e _Verdun_, e aos
Paizes, que em outro tempo pertencêram, ao Ducado de Luxemburgo; que nam
he a intençam de Sua Mag. fazer de nenhum modo represalias nestes
Estados, pelo bem dos quaes se interessou sempre a Casa de Austria,
reservando para si todo o direito da propriedade; antes ao contrario
intenta mostrar aos seus subditos, que estam no dominio de França,
quanto sente, que estejam gemendo com o pezo de tam insuportavel jugo, e
quanto lhe tem sido sensivel ver sempre estabelecido no Imperio o
theátro da guerra, e este atacado por meyo das mesmas Provincias, e
feito objecto de todas as guerras, que huma depois de outra tem
suscitado a ambiçam de França, assim nelle, como nos Estados da Casa de
Austria. Guerras, que tem custado a vida a tantos milhões de pessoas;
guerras, que tem feito tantos milhões de desgraçados.
Querendo Sua Mag. por estas causas dar ás ditas Provincias próvas da sua
real clemencia, se lhes faz notorio em virtude do presente Manifesto,
que todos em geral, e cada hum em particular, e especialmente os
habitantes do campo, que ficarem socegados nas suas casas, procederem
amigavelmente, nam pegarem nas armas, pagarem as contribuições, e
fornecerem exactamente os mantimentos, e forragens, que lhes forem
pedidas; e nam aliarem os seus bens, e efeitos, nem abandonarem as suas
habitações, se lhes faz notorio, digo, e se lhes promete em nome, e da
parte de S. Mag. a Rainha, assim á Nobreza, e ao Clero, como aos
habitantes das Cidades, Villas, e Campo, que podem fiar-se na clemencia
de Sua Mag., que serám ouvidos com brandura, e que se lhes administrará
prontamente justiça; por nam haverem já mais tido as justas, e piedosas
idéas de Sua Mag. outro objecto, que o de restabelecer no Imperio a
tranquilidade perturbada pelas violencias, e atentados de seus inimigos.
Como Sua Mag. conserva ainda estas mesmas idéas, e nam terá nunca outras
para o conseguir, propoem agora restabelecer, e tornar a pôr no seu
antigo systêma as sobreditas Provincias, e restringir deste modo a
França nos seus antigos limites, para que nam entre mais no desejo de se
meter nos negocios do Imperio com o pretexto de mediaçam, ou de bons, e
pacificos oficios; nem emprenda daqui por diante dirigir pela sua
fantasîa, e apoyar as eleições do Emperador para alargar mais o caminho
da Monarquîa universal, a que ha tantos annos aspîra; trabalho, que se
lhe quer poupar para o futuro; pondo-a em estado de nam ocupar o seu
cuidado mais que na sua propria conservaçam, e ter o mesmo interesse,
que as outras Potencias tem de conservar o equilîbrio do poder na
Európa.
E em quanto áquelles, que se opuzerem ás gloriosas armas dos nossos
Altos Aliados, e da minha Clementissima Soberana, e se nam submeterem ao
seu dominio, se procederá contra elles rigorosamente; e no caso, que os
habitantes das Cidades, e os Camponezes, que nam pertencem ao Estado
Militar, no qual elles nam podem entrar, sem encontrarem a sua propria
ruîna, e a do Paiz, tomarem o acordo de pegar nas armas, e commeter
hostilidades _directe_, ou _indirecte_ nam sómente se lhes pedirá conta
com o fogo, e ferro; mas todos estes transgressores das clementissimas
ordens de S. Mag. a Rainha de Hungria serám constrangidos a cortar as
orelhas, e os narizes huns aos outros, e depois enforcados como
rebeldes; e em semelhantes casos se nam faltará em fazer as mesmas
iluminações, que as Tropas de França atégora tem feito no Imperio, e nos
Estados hereditarios da minha Clementissima Soberana. Por estas causas
se encaminha, e faz distribuir o presente Manifesto ás Provincias
referidas, para que todos em geral, e cada hum em particular, se regúlem
por elle, a fim de evitarem a sua propria ruîna, e a do seu Paiz, e se
livrarem de hum castigo exemplar, e infallivel. Dado no Campo de
